T20, M40 And B40 Income Classifications In Malaysia

Malaysians are categorised into three different income groups: Top 20% (T20), Middle 40% (M40), and Bottom 40% (B40).

This is based on the Department of Statistics’ (DOSM) Household Income and Basic Amenities (HIS/BA) survey of 2019. HIS/BA is conducted twice every five years. Over the years, the bar for each group’s income level has increased and this is one of the indicators of economic growth.

The concepts and terms used here are summarised as:

  • HOUSEHOLD: A person or a group of people (related or unrelated) who usually live together in a living quarters and make provisions (expenses) for food and other necessities of life together. In 2019, the average size of Malaysian households was 3.9 persons.
  • INCOME RECIPIENT: Household members who receive income in the reference period of the survey, and with at least one income recipient. In 2016 and 2019, average income recipients in Malaysia was 1.8 persons.
  • HOUSEHOLD INCOME: Overall income that is earned by household members, whether in cash or kind, and can be referred to as gross income. In 2019, the average monthly income in Malaysia is RM7,901
  • MEDIAN HOUSEHOLD INCOME: is the “middle” income number within a range of household incomes, arranged from low to high. For example, in Taman Bintang, there are five household incomes of RM5,000, RM10,000, RM15,000, RM20,000, and RM25,000; the median household income will be RM15,000. The median is used because it represents a more accurate representation of the area than a mean number (the average).
  • MEAN HOUSEHOLD INCOME: is the “average” income number where all household incomes are added up and divided by the number of households.

So how do we get classified into the B40, M40, and T20 income groups?

Keep in mind that the income group definitions are not fixed. The names, B40, M40, and T20, represent percentages of the country’s population of Bottom 40%, Middle 40%, and Top 20% respectively. The values may increase or decrease year-to-year, depending on the country’s GDP, which is why the median household income is used as the determinant instead.

Though the income levels for each group has improved over the past three years, we should not ignore the escalating costs of living resulting from inflation and slower wage growth. To be exact, if we include inflation into the picture (3.15%, 2.1%, 2.09%, and 4.1% respectively in 2014, 2015, 2016, and first half of 2017), the ringgit’s value is diminishing.

It was also reported that the average monthly income of employees, based on the 2016 Salaries and Wages Survey Report by the Department of Statistics, increased from RM3,045 in 2016 to RM3,495 in 2019.

Income differences between each state are quite significant based on the report above. T20 median income in Kelantan, Perlis and Pahang, can be compared to the median income of the M20 group in Kuala Lumpur.

According to a report prepared by the Department of Statistics Malaysia on Gross Domestic Product (GDP), seven states have surpassed the national level by 4.3% for the year 2019. Selangor achieved an increase of 6.7% while the Federal Territories by 6%. Apart from the three states, Kelantan also increased to 5.3%, the Federal Territory of Labuan by 5.2%, Negeri Sembilan 5.1%, Kedah 4.6% and Perlis 4.6%.

Apart from Kuala Lumpur, Selangor, and Putrajaya; Pulau Pinang and the remaining 12 states’ median income level did not exceed the median income level for the M40 group in Malaysia. This means the rest still have a gap to close in order to improve the income gap between urban and rural areas.

Nonetheless, it is satisfying to see the huge jump in both Terengganu and Perak state’s median income level from 2014, most likely thanks to a boost in the tourism sector.

To give you a clearer picture, we also found out the top 20 districts in the country with the highest median household income in 2016. However, this does not mean you can get the same for moving into any of these areas. You might if you work hard and be smart about it!

Singapura buka sempadan untuk pelancong lengkap vaksin pada 1 April

Semua pelancong yang sudah menerima vaksin lengkap kini boleh melawati Singapura yang kini akan beralih kepada Rangka Kerja Perjalananan Bervaksin Baharu bermula 1 April ini. Menurut Pihak Berkuasa Penerbangan Awam Singapura (CAAS), semua pelancong yang telah lengkap divaksin dibenarkan memasuki Singapura tanpa kuarantin kecuali sekiranya mereka telah melawati negara atau wilayah dalam Kategori Terhad yang ditetapkan oleh republik itu dalam masa tujuh hari yang lalu.
“Pada masa ini tiada negara atau wilayah dalam Kategori Terhad,” kata CAAS.

Walaupun pelancong tidak perlu membuat sebarang ujian atau kuarantin apabila tiba di republik Singapura, mereka masih perlu menjalani ujian pra-berlepas (PDT) dalam masa 48 jam sebelum berlepas ke Singapura dan keputusannya haruslah negatif.

Aturan program Perjalanan Penumpang Sudah Divaksin (VTL) dan Pembukaan Sepihak (UO) yang wujud sebelum ini akan ditamatkan sehubung dengan peralihan kepada Rangka Kerja Perjalanan Bervaksin.

Perdana Menteri Singapura Lee Hsien Loong berkata memandangkan keadaan Omicron kini terkawal, republik itu akan melonggarkan peraturan perjalanan rentas sempadan.

“Sebelum ini kita berhati-hati kerana belum pasti mengenai kesan Omicron. Hampir semua kes kita adalah domestik yang berpunca daripada komuniti.

“Kini kita boleh membuka sempadan dengan selamat. Kita akan memperkemaskan secara drastik keperluan ujian dan kuarantin untuk pelancong,” katanya dalam ucapannya mengenai situasi terkini Covid-19.

Applications for RM48.52 million micro financing programme now open to small business owners

As of 21 March, applications for the “Micro Financing Programme for Hawkers and Small Traders” are now open, says Entrepreneur and Cooperative Development Minister Tan Sri Noh Omar, adding that a grand sum of RM48.52 million has been allocated to the financing scheme.

He stated that those who are interested may apply at Bank Rakyat. He also said that the conditions for approval have been relaxed as the processes involving credit reporting agency CTOS and the Central Credit Reference Information System (CCRIS) have been set aside in order to help the parties involved sustain their businesses.

“This form of financing has no interest and comes with a one-year moratorium, with informal business owners allowed to borrow RM10,000, while for micro-businesses, it is up to RM50,000.”

“Applications will also be approved in a short period of time, and if possible, we will set the processing period to within a week,” he told reporters.

On Dec 3 2021, Prime Minister Datuk Seri Ismail Sabri Yaakob announced an allocation of RM48.52 million for the financing programme as a sign of the government’s continuous efforts to protect the welfare of hawkers and small business owners. He also stated that the financing plan can help revive small business and that the funds applied can be used for working capital, purchase of equipment and hardware, making payments for salaries, and more.

Further, Noah said that through TEKUN Nasional, his ministry had channeled grants worth RM10.2 million in Pahang to 3,400 informal and micro business owners affected by the floods, with each of them receiving a one-off grant of RM3,000.

In total, RM50 million has been allocated for the assistance with 16,058 applications received and 9,688 applications approved so far.

Musim cukai telah tiba! Buat yang baru bekerja atau yang masih tidak jelas tentang cukai pendapatan, jom kita fahami dua komponen utama mengenai cukai pendapatan iaitu siapa yang perlu memfailkan cukai dan bagaimanakah pengiraan cukai pendapatan individu?

Siapa yang perlu memfailkan cukai pendapatan?

Menurut Lembaga Hasil Dalam Negeri (LHDN), individu yang berpendapatan melebihi RM34,000 setahun selepas potongan KWSP perlu membayar cukai. Mereka yang gagal berbuat demikian boleh menghadapi tindakan undang-undang, jadi pastikan anda melakukan bahagian anda dengan mengisytiharkan pendapatan anda.Amat penting untuk anda faham bahawa menfailkan penyata cukai dan membayar cukai merupakan dua perkara berbeza. Walaupun anda menfailkan penyata cukai belum tentu anda perlu membayar cukai–hanya mereka yang berpendapatan RM34,000 dan lebih setahun.

Untuk mereka yang mempunyai pendapatan yang diperolehi di luar Malaysia, ianya tidak dikenakan cukai. Tetapi anda perlu mengisytiharkan SEMUA jenis pendapatan (termasuk sambilan dan bebas) yang anda perolehi di Malaysia.

Sekarang, mari beralih ke soalan yang lebih terperinci tentang Cukai Pendapatan Peribadi / Individu Malaysia (YA2021):

Bagaimanakah pengiraan cukai individu?

Jumlah pendapatan anda dalam keseluruhan tahun akan ditambah. Kemudian, jika anda layak untuk sebarang pengecualian dan pelepasan cukai, jumlah tersebut akan ditolak daripada jumlah pendapatan anda. Pengecualian dan pelepasan cukai adalah ‘diskaun’ yang anda boleh tuntut untuk perbelanjaan tertentu yang dibuat pada tahun tersebut. Berikut ialah formulanya:

Jumlah pendapatan – pengecualian dan pelepasan cukai = pendapatan bercukai/ cukai yang perlu dibayar

Kadar cukai anda dikira berdasarkan pendapatan bercukai anda. Jadi lebih banyak pendapatan bercukai yang anda peroleh, lebih tinggi cukai yang akan dikenakan kepada anda. Mengikut laman web LHDN, ini adalah kadar cukai untuk tahun cukai 2021.

Sekarang anda pasti lebih jelas tentang cukai pendapatan individu kan? Ringkasannya, buat yang berpendapatan RM34,000 dan lebih setahun anda perlu memfailkan cukai pendapatan dan ianya bukan bermaksud anda perlu membayar cukai. Jumlah cukai yang perlu dibayar pula bergantung kepada pengecualian dan pelepasan cukai yang boleh dituntut.

Kos sebanyak RM7,800 ditetapkan untuk pengambilan pekerja domestik Indonesia

Pihak Malaysia akan menanggung kos sebanyak RM6,000 manakala Indonesia RM1,800  menjadikan jumlah keseluruhan kos pengambilan pekerja domestik dari negara jiran itu berjumlah RM7,800.

Timbalan Menteri Sumber Manusia Datuk Awang Hashim berkata kos itu ditetapkan dalam Memorandum Persefahaman (MoU) antara Malaysia dan Indonesia.

“Untuk makluman, MoU ini telah menetapkan kos (pengambilan pekerja domestik Indonesia) iaitu RM7,800…jadi kalau ada satu caj atau bayaran yang melebihi seperti (kos) ini boleh buat laporan kepada Jabatan Tenaga Kerja,” katanya pada sesi soal jawab di Dewan Rakyat di sini hari ini.

Beliau juga berkata pewujudan MoU berhubung penggajian pekerja asing dengan pihak negara sumber amat penting bagi mencegah rasuah dan eksploitasi kemasukan pekerja migran ke negara ini serta bertujuan memberi perlindungan sewajarnya dari segi hak dan kebajikan pekerja serta menjaga kepentingan majikan.

“Hanya Agensi Pekerjaan Swasta yang berdaftar di bawah Akta Agensi Pekerjaan Swasta 1981 (Akta 246) dibenarkan membantu majikan menguruskan segala urusan penempatan pekerja asing di negara ini,” katanya.
